1Statutory Basis & Digital Personal Data Protection Compliance
This Privacy Policy is framed in strict adherence to the Digital Personal Data Protection (DPDP) Act, 2023, the Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules, 2011, and relevant electronic governance frameworks issued by the Government of Jharkhand.
The Department of Higher & Technical Education, Government of Jharkhand acts as the Data Fiduciary for all processing activities carried out through the ManThan platform.
2Categories of Information Collected
A. Citizen Problem Reporters
Full name, mobile number for SMS OTP verification, residential district/block/gram panchayat, GPS geolocation of the reported societal issue, and uploaded photographic/audio evidence.
B. Academic Stakeholders (Faculty & Students)
Institutional email address, AISHE / NIRF institutional code, department affiliation, research domain metadata, and project submission logs.
C. Industry & CSR Donors
Corporate CIN / Registration number, authorized signatory credentials, CSR allocation project codes, and financial disbursement audit trails.
3Purposes of Processing & Data Usage Limits
- Geospatial cluster analysis and AI-driven duplicate de-clustering across Jharkhand's 24 districts.
- Automated matchmaking with accredited university laboratories and student-faculty project teams.
- State Innovation Council R&D grant disbursement audits and CSR co-funding governance.
- Publishing open anonymized statistics on the Open Impact Radar for public accountability.
4Data Security & Storage within Indian Borders
All platform databases and object storage assets are hosted exclusively on secure, MeitY-empanelled cloud instances physically located within the Republic of India.
Data transmission utilizes TLS 1.3 / 256-bit AES encryption. Sensitive fields such as passwords and contact tokens are hashed using bcrypt with cryptographically secure salts.
